Bonehead Bono would be proud. The left ignores this because according to them all conservatives are mean, nasty, greedy, money hoarding assholes. I used to give all the time. Now when the charities call, and they are calling in force this year, I tell them to call the whitehouse. You voted for this asswipe (who only gave less than 1% of his own yearly salary to charity) so go ask him for money. My taxes are going to go thru the roof, so I need all my husband's salary to pay our bills and put food on the table. Y'all can go fuck yerselves. Or dream your boy king is fucking you, I don't care. THink that hope and change is working out for y'all yet?

an excellent article, nik. very impressive humanitarian effort on bush's part. you know i was not his number one fan. but i give credit and respect where it is due. this was an amazing feat that bush conducted. i respect him all the more for it. thanks to you and the conservative lady for putting it out there.

Maria, it is amazing what Bush did and it is also one of the many examples of why republicans turned on him. Talk about a President who did what was right regardless of pressure from his own party and the animosity felt from the opposition. He didn't announce it to the world, it is just a quiet something he never got the recognition he deserved. Perhaps that is why he is at peace with himself. great comment! :)N

you'all realize, I hope that Pres. Obama announced in the first couple of days of taking office that he was continuing this program, but with one major change. The NPOs can now encourage and supply birth control to....yes those little rubber things that boys put on the end of their penis..you know the ones that help prevent the spread of AIDS. Even with Bushie's great charitable heart, he just couldn't bring himself to allow condom use in Africa..The pope told him "NO", the crazed religous right told hime "no'... so none (zero) of the money was used to supply or educate people about Rubbers...silly huh? Oh yeah..one more thing, a lot of the Bush's charity went to Big pharmasutical companies to make up for thier lost profit margins. Because several nations were threatening to begin production of their own HIV/AID drugs, whereas they could make them cheaper and faster than the over priced US market. "Might statues be erected (and rubbered-up) to the man in the nation’s more “progressive” cities?"

Congressionally mandated evaluations of PEPFAR programs by the Institute of Medicine and the US Government Accountability Office have criticized the rigid abstinence-until-marriage funding requirement. They have recommended that the funding restriction be eliminated because it undermines prevention efforts and hampers the capacity to develop and implement comprehensive prevention programs that are well-integrated with each other and with HIV testing, care, and treatment programs.

To slow the spread of the epidemic, PEPFAR supports a variety of prevention programs: the ABC approach (Abstain, Be faithful, and correct and consistent use of Condoms); prevention of mother to child transmission (PMTCT) interventions; and programs focusing on blood safety, injection safety, secondary prevention ("prevention with positives"), counseling and education.

Initially, a recommended 20% of the PEPFAR budget was to be spent on prevention, with the remaining 80% going to care and treatment, laboratory support, antiretroviral drugs, TB/HIV services, support for orphans and vulnerable children (OVC), infrastructure, training, and other related services. Of the 20% spent on prevention, one third, or 6.7% of the total, was to be spent on abstinence-until-marriage programs in fiscal years 2006 through 2008, a controversial requirement (see below). The other two thirds was allotted for the widespread array of prevention interventions described above, including counseling, education, injection safety, blood safety and condoms.

The 2008 reauthorization of PEPFAR eliminated the 20% recommendation for prevention efforts, including the requirement for abstinence programs.

Hey, I am all in favor of tax money going to help improve the lives of those in the sub-saharan african nations; with or with out strings. Something is better than nothing. I guess we can both agree on this. I just want to say Thank you to Pres. Bush for giving africa as much attention as your right-wing-religous-base-tards would allow. abstinence is not sooo bad. It's rather good. Teach it, preach it, scream it from the mountain top...but then stop. Prolonging the pain and suffering of those who do not subscribe to your point of view, in my opinion, is whats wrong. abstinence is fine, but the requirement for abstinence, which as you point out was eliminated in 2008. 2008? really? Stupid leftwing tards forgot to tell me that.

susana, did I not post the PEPFAR info? So are you saying that teaching abstinence is a religious moral issue? It isn't better for teens and unmarried African Mothers to NOT have sex? Should we push gay sex, pedophilia and dominatrix in schools as well? I don't understand your sanctimonious stand on sex. First of all you being the moral judge and jury with your ideological telescope is completely unfair. I guarantee you Bush will be the largest contributor to AIDS in Africa in history. Truly amazing that since Obambi took office and has not fulfilled his promise of bringing home the troops, we hear crickets. The best part was that Obama had to drive on George W Bush hwy in Africa, on one of his stops.

Aids prevention/treatment and malaria prevention thru the bed tent program are both shining accomplishments of Bush in African foreign policy. The left hate him for it. That's revenge enough for me.

Just want to put my .02 in here. One of the main causes of rampant AIDS in Africa is from waring tribes (not sure if that's PC, but whatever) raping women. Not to mention their little peckers are 'plowing other fields' as well. I don't think the raper would stop and think about a little rubber condom during this act, especially when they are so filled with hate for this other group that they want them wiped out, anyway. Sure, condom education can be a noble and good thing, but it is nowhere near the tip of the iceberg when it comes to Africa's AIDS issues.
